UVSAR AID history

From a first-aid team to a multi-role organization.

Eleven years of building, training, response, and institutional transformation.

Institutional development

Built through field experience

UVSAR AID’s history is the result of organic growth shaped by direct experience, adaptation, and the assumption of increasingly broad responsibilities. Today’s organization did not emerge in its final form; it developed through successive stages, each responding to needs identified in the field. From emergency response and pre-hospital first aid, to education, community preparedness, and later the development of a multidisciplinary structure, our journey reflects the belief that protecting life requires more than reacting when an emergency occurs.

2015–2018

Urban Volunteer Search and Rescue

The organization was founded in 2015 under the name Urban Volunteer Search and Rescue – UVSAR, as an initiative dedicated to urban search and rescue and to building a volunteer team capable of acting in emergencies. From the outset, pre-hospital first aid was an important part of its work, alongside technical training, rescue exercises, and response operations supporting the community.

The early years focused on building the team, gaining practical experience, and developing an operational identity grounded in discipline, solidarity, and responsibility. Resources were limited, but every training session and every field activity helped shape a structure capable of turning the desire to help into organized, competent action.

2019–2021

From response to training and prevention

In 2019, the experience gained in the field prompted a major shift in perspective. We understood that the impact of a response organization should be measured not only by the number of situations in which it acts, but also by the number of people it prepares to respond correctly before specialized crews arrive.

UVSAR therefore directed a significant part of its work toward training, prevention, and community education. Courses, exercises, and practical sessions in first aid, self-rescue, and emergency behavior were developed for volunteers, young people, and community members. This stage strengthened the organization’s educational component and placed preparedness at the center of its development model, without abandoning the operational experience on which it was built.

2022–2023

International experience and an expanded mission

The war launched against Ukraine marked one of the largest mobilization periods in UVSAR’s history. The organization carried out more than 20 humanitarian missions in Ukraine, provided assistance alongside medical structures and emergency services, and delivered training sessions focused on trauma first aid and self-rescue techniques.

In Romania, through collaboration with Dunărea de Jos University of Galați and World Vision Romania, members of the organization helped support more than 8,000 Ukrainian refugees by providing medical assistance, food, hygiene products, and other forms of aid tailored to their needs. In February 2023, after the devastating earthquakes in Türkiye, the organization’s rescuers took part in operations in the affected area alongside Turkish partners. These missions showed that UVSAR’s experience and responsibilities had already moved beyond the original scope of an urban search-and-rescue team.

Since 2023

Association for Disaster Response – UVSAR AID

In 2023, the organization’s evolution was formalized through its transformation into the Association for Disaster Response – UVSAR AID. The new identity reflected the genuine expansion of its fields of work and the transition to a complex organization able to integrate operational response, medical services, training and education, humanitarian assistance, development projects, and international cooperation.

The experience of Urban Volunteer Search and Rescue was not abandoned; it became the foundation of a broader structure in which prevention, preparedness, response, and recovery support are parts of the same institutional mission.

2024–present

Consolidating a multidisciplinary organization

Today, UVSAR AID operates locally, nationally, and internationally and brings together 120 active volunteers, 20 instructors and trainers, and a network of more than 300 collaborators available for mobilization. Its operational capacity includes two first response points in Galați, an in-house ambulance service with three medical transport ambulances and one emergency ambulance, and the DNID-UVSAR National Disaster Response Detachment. More than 2,000 response and assistance activities, together with humanitarian missions and international operations, have transformed accumulated experience into an institutional responsibility for the future.

Alongside operational development, the organization invests in educational infrastructure, the training of new generations of volunteers, and the creation of national and international partnerships. The Be Prepared! Don’t Panic!, REACT, and Lifeline Academy projects continue the direction established in 2019 and integrate it into a broader vision of community resilience. UVSAR AID aims to connect field experience with education, technology, and international cooperation to help reduce response times and build better-prepared communities.

Looking ahead

The story continues through the people who choose to get involved

UVSAR AID was not built through a single moment or by one person’s contribution. The organization is the result of thousands of hours of training, response operations carried out in difficult conditions, partnerships built over time, and generations of volunteers who chose to turn their willingness to help into a responsibility they embraced. Urban Volunteer Search and Rescue was the beginning; the shift toward training defined a new direction, and the creation of UVSAR AID provided the framework required for an organization capable of integrated action. We look back with respect for everyone who contributed to this evolution and look to the future with the responsibility to continue building.
